It has also called for the introduction of road safety education into the national curriculum and graduated driver licensing.
The insurer has suggested a strong message needs to be sent out to newly-qualified young drivers that it is not worth taking the risk of drinking or driving recklessly.
"Every day young drivers kill and seriously injure themselves and others through a deadly combination of inexperience and risk taking," it said in a statement.
The government is proposing that driving instructors should be given powers to decide whether their pupils are ready to take their test and potentially force them to take more lessons.
In addition, those looking to start driving lessons will be able to look at a new rating system for instructors to see who has the best pass rate.
Like Co-operative Insurance, many road safety groups are calling on policy-makers to go further and introduce post-test restrictions on newly-qualified motorists.
