New government benefit rules

New rules from the government are aimed at getting one million people off incapacity benefit by 2015.

The Department for Work and Pensions (DWP) announced that from today, people who cannot work due to disability or poor health will be able to claim Employment and Support Allowance (ESA).

It marks the end of Incapacity Benefit for new claimants.

Incapacity Benefit and Income Support remain available for existing claimants for the time being.

Health professionals will examine the circumstances of people making claims under the new Work Capability Assessment, which will focus on finding employment that is possible.

Those with severe physical ailments will enter a "support group" to receive more money.

Secretary of state for work and pensions, James Purnell said that it is important that people are supported in the economic decline.

According to DWP figures, more than 2.6 million people in Britain rely on incapacity benefits, but nine out of ten new recipients say they want to return to work.

The DWP also says that although some forms to fill in will alter, ESA will not cause major changes to the way healthcare professionals deal with their patients or their paperwork.
