However, of the owners who consider their pet as a child, only half of these have insurance to cover the cost of an emergency or accident, according to Saga.
One in twenty people (five per cent) consider their pet more important to them than their family, a statistic which increases to seven per cent among people over the age of 50.
"We know that, for many, the company of a beloved cat or dog can really make a difference to their quality of life," said Andrew Goodsell, chief executive of Saga.
"However, it's important that people seriously consider taking out insurance to cover their pet in case of an accident or illness."
Saga Pet Insurance is available to people over the age of 50 and cover starts from £2.95 a month for a cat or £6.98 for a dog.
This latter premium is based on 11-month old crossbreeds, living in the NE postcode with Saver cover with Saga.
