AA Legal Services: Hips help focus housing market

Its product manager James Molloy claims that despite suggestions from some property experts that Hips are an unnecessary burden they will actually benefit the majority of buyers by reducing the "unacceptable level of aborted transactions".
According to numerous estimates one in three property chains is broken as a result of what Mr Molloy calls speculative marketing by those putting their property on the market without knowing for definite whether they want to sell.
Hips, he claims, will help to prevent this from happening because having to pay for the pack will "focus the mind of the seller" and cause them to make a more considered choice.
"We hope that now only those who have a genuine, considered desire to sell their property enter the market at the front end," he remarked.
Since December 14th 2007 every seller has been required to purchase a Hip which contains detailed information about their property, including figures on energy efficiency.
