ABI: People think they can get away with driving uninsured

Uninsured drivers believe they can get away with it and penalties are not severe enough, the Association of British Insurers (ABI) has said.
A spokesperson for the organisation said that the punishment for driving without car insurance "have been, and still to some extent remain, disproportionate to the crime".
He said that around one in 20 motorists are driving without cover and that actions involving them costs more than £500 million annually.
"That is a cost which is borne ultimately by the honest majority," he said.
The spokesperson also said the credit crunch was not the reason, saying there had been "plenty of uninsured drivers" long before the economic downturn.
A survey by comparethemarket.com has found that UK drivers pay an average of £31 more a year on their car insurance to cover people who are illegally driving without cover.
The figure does not take into account the financial costs of accidents caused by uninsured motorists.
