One in six people responded to the poll by saying that their biggest bete noir is handing over cash to park when they visit sick friends or relatives, with some admitting that they would rather risk being clamped than pay the hated fee.
Inheritance tax is second on the list of the UK's hated taxes, according to the poll, with council tax and tax on savings also scoring badly.
Zack Hocking, head of ISAs at the Co-operative, said: "The research confirms that there are many charges the public begrudgingly has to pay for.
"Unsurprisingly taxes are a bone of contention, with even tax on savings coming above prescription charges and dentists' bills."
Recently, Alistair Darling announced that he would reduce the tax on cash kept in ISAs for many people by increasing the threshold for tax-free interest earnings is by £3,000.
