Stamp duty 'should work like income tax'

Catherine Hearnden, director of MyMortgageDirect, said that such an increase in stamp duty would make the difference and encourage banks to lend again.

Mrs Hearden also suggested that the effect of snowy weather on city business was something which had recently discouraged lending.

Talking about how first-time buyers should approach the property market, she said: "I think you must go back to the idea of saving for a deposit. Then I think people will take it more seriously."

The British Bankers' Association found that the numbers of mortgage buyers with high street banks fell from 46,000 to 35,000 in January.

Meanwhile, RICS the Royal Institution of Chartered Surveyors found that the rate of recovery in the housing sector in England has fared better than anywhere else in Europe and those countries with vulnerable economies such as Greece, Ireland and Spain all had depressed markets with a consequent fall in house prices.
