Adrian Walsh, director of the organisation, stressed that this is no excuse for driving without protection, but there is an affordability issue there.
"There are a lot of young people who drive without insurance but there are no responsible young people who drive without insurance," he noted.
In his opinion, less experienced motorists should concentrate on shopping around to get a good deal on their cover, or speak to someone who has been driving for a long time to see if they can offer any tips.
However, he identified "adequate cover" as the most important thing to focus on when youngsters are looking for an insurance policy.
According to the World Safety Conference, young people are the most common demographic to be involved in car crashes, with individuals in less affluent areas more likely to be the victims.
