Aspects of car ownership such as petrol prices, the cost of parking and the number of speed cameras were taken into account by the survey which ranked the 50 biggest cities in the UK in terms of car-friendliness.
The Virgin Money Care Insurance survey found Cardiff to be the city most unfriendly to cars in the UK, partly because of high rates of car crime in the Welsh capital.
Jason Wyer-Smith of Virgin Money Car Insurance said: "Driving can be frustrating and expensive whether it is a case of struggling to find a car park or struggling to pay for the car park with the cost of petrol, speed camera fines and the threat of vehicle crime thrown in."
