Projects breaching planning permission rules have also been rising – in 2005 ten per cent more violations occurred than in the year before.
The study shows that building work that is delayed or stopped as a result of problems encountered through lack of planning permission costs an average of £10,441, meaning that an estimated cost of about £313 million was incurred last year by homeowners.
Simon Ziviani, Direct Line Home Insurance spokesperson, said: "Not obtaining planning permission or ensuring that building regulations are complied with may make a property unsaleable and, more seriously, structurally unsound."
Direct Line Home Insurance guarantees repair work for 12 months on all claims between £1,000 and £2,000.
The company also offers car and travel insurance.
